Govt Launches Repairability Index Framework for Smartphones & Tablets to Boost Right to Repair and Consumer Empowerment

The Department of Consumer Affairs (DoCA), Government of India, has taken a significant step towards promoting sustainable consumption and consumer rights with the submission of the Repairability Index (RI) framework report for the mobile and electronics sector. The report, submitted to Smt. Nidhi Khare, Secretary, DoCA, outlines a robust framework to enhance repair accessibility for smartphones and tablets, aligning with global best practices while ensuring ease of doing business for manufacturers.


Key Features of the Repairability Index Framework

The Repairability Index aims to empower consumers by providing transparent information about the ease of repairing smartphones and tablets. Key highlights include:

  • Self-Declaration by OEMs: Original Equipment Manufacturers (OEMs) like Apple, Samsung, Google, Vivo, Dell, and HP will self-declare the Repairability Index based on a standardized scoring criteria, minimizing compliance burden.
  • Display Requirements: The RI must be displayed at points of sale, e-commerce platforms, and via QR codes on product packaging, enabling informed consumer choices.
  • Core Parameters: Repairability is assessed based on six parameters: Disassembly Depth, Repair Information, Availability of Spare Parts, Software Updates, Tools, and Fasteners.
  • Priority Parts: The framework focuses on components prone to failure, such as batteries, display assemblies, cameras, charging ports, and mechanical buttons.
  • Five-Point Scale: The RI is calculated on a five-point numeric scale, aggregating scores for priority parts based on the defined parameters.

Why the Repairability Index Matters

The initiative addresses the growing consumer grievances related to repair challenges, as evidenced by the National Consumer Helpline (NCH) data, which reported a rise in complaints for mobiles and tablets: 19,057 in 2022-23, 21,020 in 2023-24, and 22,864 in 2024-25. By introducing the RI, DoCA aims to:

  • Promote mindful utilization over wasteful consumption.
  • Enhance transparency in repair and post-sale service information.
  • Create a consumer-friendly ecosystem with affordable and accessible repair options.

Committee and Stakeholder Engagement

Constituted in September 2024 under the chairmanship of Shri Bharat Khera, Additional Secretary, the committee included representatives from industry giants (Apple, Samsung, Google, etc.), associations (ICEA, MAIT), consumer organizations (EPIC), academia, and government bodies (Meity, MSME, NTH, BIS). Multiple consultations ensured the framework is practical and addresses consumer needs while supporting innovation.

Alignment with Right to Repair Portal

The RI framework builds on DoCA’s Right to Repair Portal India, launched in 2022, which facilitates repair-related information for sectors like automobiles, consumer durables, mobile and electronics, and farming equipment. Over 65 companies have joined the portal, providing consumers with critical repair resources.

Looking Ahead

The Repairability Index is a pioneering step towards a sustainable and self-reliant economy. By prioritizing smartphones and tablets in its initial phase, India is setting a global benchmark for equitable repair practices. The framework is expected to encourage manufacturers to design repair-friendly products, reduce e-waste, and empower consumers, especially in rural and urban areas, with affordable repair options.
