CEC Gyanesh Kumar Inaugurates Two-Day Training for EROs and BLOs

On April 30, 2025, Chief Election Commissioner (CEC) Gyanesh Kumar inaugurated a significant two-day capacity-building training program for Electoral Registration Officers (EROs) and Booth Level Officers (BLOs) at the India International Institute of Democracy and Election Management (IIIDEM) in New Delhi. This initiative is a crucial part of the Election Commission of India’s (ECI) preparations for the upcoming General Elections to the Legislative Assemblies.

Key Fact: A total of 369 grassroots election officials from Bihar, Haryana, NCT of Delhi, and Uttar Pradesh are participating in this mixed-batch training program.

Objectives of the Training Program

The training is designed to enhance the skills of EROs and BLOs, who, along with Booth Level Agents (BLAs), are responsible for maintaining accurate and updated electoral rolls. The program focuses on:

  • Familiarizing participants with the provisions of the Representation of People Act, 1950, and the Registration of Electors Rules, 1960.
  • Equipping officials with practical knowledge of voter registration, form handling, and field-level implementation of electoral procedures.
  • Training on IT applications to streamline electoral processes.
  • Understanding the appeal process against final electoral rolls under Section 24(a) and 24(b) of the RP Act, 1950.

CEC Gyanesh Kumar’s Address

In his inaugural address, CEC Gyanesh Kumar emphasized the critical role of EROs and BLOs in ensuring error-free electoral rolls. He urged officials to adhere strictly to the legal frameworks and instructions issued by the ECI. Kumar highlighted the importance of courteous interactions with electors during house-to-house verifications and stressed that any complaints against EROs or BLOs would be dealt with firmly.

Quote: “BLOs and EROs, along with Booth Level Agents, share the onus of ensuring correct and updated electoral rolls.” – CEC Gyanesh Kumar

Significance for Competitive Exams

This development is highly relevant for aspirants preparing for competitive exams such as UPSC, SSC, and Banking, where current affairs related to governance and electoral processes are frequently tested. Key points to note include:

  • Election Commission of India (ECI): An autonomous constitutional authority responsible for administering election processes in India.
  • Role of EROs and BLOs: EROs oversee voter registration, while BLOs verify voter details at the grassroots level.
  • Representation of People Act, 1950: Governs the preparation and revision of electoral rolls and the conduct of elections.
  • Article 326: Ensures universal adult suffrage for citizens above 18 years who are ordinarily residents of a constituency.

Why This Matters

The training program underscores the ECI’s commitment to strengthening India’s electoral framework, which is the largest in the world, with nearly 100 crore electors. By equipping EROs and BLOs with advanced skills and knowledge, the ECI aims to ensure free, fair, and transparent elections, a cornerstone of India’s democracy.
